Is this using Jeri Ellsworth's implementation of Commodore 64 in FPGA?


No, it's based on the AMD Xilinx Artix-7 FPGA.

Jeri Ellsworth's was actually an ASIC.

She made a "C-One" which was FPGA based, but this one is different, the C64Ultimate uses Gideon Zweijtzer's design in the AMD Xilinx.
