Hard to say without knowing the contract between Microsoft and OpenAI. Perhaps Microsoft has full access rights to all of OpenAI's models for life? That would effectively make OpenAI a subsidiary of Microsoft.

I found the article misleading. Microsoft has a 49% stake in OpenAI and exclusivity in using their models. They have also invested in Mistral AI, so they are not "outsourcing" their AI, as the article suggests.
