I worked on some of the failed id card schemes mentioned in it, and based on what sections are redacted, along with the input from Home Affairs and Homeland Security, as well as the Australian Federal Police suggest this is yet another political attempt at control.

I can't see how this model really helps anything except the old Australia Card agenda. And we know Australians are _very_ uncomfortable with that one.
I think the redactor missed something as well, look at the appendix with the graphs from KPMG. They predict this card will have higher uptake than the Israeli one does. That means carrying the card would be mandatory, and that's not Ocker at all.
