Can China disrupt the frequency somehow? Considering there will be thousands of them in constant orbit that sounds like a difficult thing to do.

Much easier to regulate the "pizza box" receivers I guess. But they can be mobile and taken down when not in use.

SpaceX could disable ground to satellite connections over China if they requested that.

Or they'll just block import of your antennas...
