Even loading a command prompt or the calculator takes more than 3 seconds on Windows 11 so maybe they've just lowered the bar so much it passes internal testing.
Why would they go down? Once all the existing workforce is deskilled or retired there's no going back so they can jack the service price up. If it was an open platform you might have competitors spring up as a relief valve to that but the space is so regulated I don't think there's any room for that kind of platform.
My state has a program where they give you big rebates but only if you use some one on their list of approved installers and since there aren't many installers it creates a big backlog. Homeowners who could install them themselves miss out on the rebate.
Like Uber drivers' using their girlfriends' ID verification because they have a criminal record, you can also just cut in some random guy to borrow his ID for another chance. There should be plenty of dudes available willing to sell an ID verification for cheap in poorer countries but there's also plenty in wealthy countries because very few anywhere were ever going to have a Google developer account in the first place.
AMD was a pretty stripped down company at that point. They'd bet it all on Zen so when it got a foothold it made sense to double down on it until they could recover.
The thing about being broke is you may know about good opportunities but not have the resources to actually make use of them.
The main purpose is to identify any nascent organization of political opposition to the status quo so it can be destroyed in its infancy with a minimum amount of resources. It will be used to solve some crimes too but solving crimes still involves a lot of manpower (expensive) and if they solved crime people would be less supportive of expanding surveillance powers even further so you don't really want to do a great job at that.
Is it possible to boot a full windows install from this (probably using a VHD image)? I know it would be slow but it would be nice to have something with all my utilities.
You don't have to store the vhd file on the ventoy device. You can keep it on an internal partition and boot from that. After that, the ventoy drive doesn't have to stay plugged in
